when a pknote comes where does it go or how do i read it?
if someone did pk and i will punish what punishment or commands can be used?can i read also notes sended to law, noble,concuil?

Try "help note-read".

Typing "pknote" on its own will read the next unread pknote.

And for the council things, check the command, lastoncouncil

I'm not clear on the question but I will answer what I think your asking. If someone were to send a note to a council then how would you get it? The person would have to be in that concil. To set a council you can use the set command.

lastoncouncil <character> <council>

Once a person is in the concil then they wil start to recive notes to their council as normal notes so you would type 'note' or 'note read #'and would get something like the following:

_______________________________________________

Note From: Astin
Note To: Support
Note Subject: Could you letgain me?

Here is the body of the message....

_______________________________________________

To replay from a council or another person you would use the notefrom command.

Notefrom <whatever>

Then format and send like a regular note. I hope this answers your question. Oh and for punishment for an bad pkill you could noble yourslef (the command is noble <name>) and the -moot them (or subtract x number of exp. or use other commands such as freze if it's a repeated bad pkill or you could just not all the player to pkill period by putting in on a peacful status. Okay :)
