If you send extended ascii characters like é while both input echoing and utf8 output are enabled, the characters won't show in the echo because they aren't valid utf8. The input echo should probably get utf8converted if the utf8 output setting is on.

What codepage is used when it's sent by the server? The same character sent by the server gets displayed.

Well … if the server is sending UTF8 then the code page is UTF8, although UTF8 isn’t strictly a code page as such.

I mean when the server doesn't send it as utf8 it still gets displayed in utf8 output mode.
